No, I do not think that NASA does not tell us because they would be afraid of causing panic. Most people probably think that the UFO was an extraterrestrial spacecraft.
However, the fact that Armstrong thought he saw a UFO was made public when it announced Kronkite despite likely objections from NASA shows that hide something like that would be difficult. The explanation of cosmic rays shows that they have seen are not UFOs.
I do not see what that has to do with Intelligent Design.

Oy gevalt, CC! Cosmic rays are passing through everything on earth all the time, including you, your computer, and everything you see. What does this have to do with ID? And the UFO UNIDENTIFIED FLYING OBJECTS are not spaceships or other. This simply means there was something seen someone who could not be explained at the time.
