Because of the distance of Mars and the limited power of Phoenix itself and the satellites around Mars to relay transmissions are, it is simply not enough bandwidth for streaming video. Getting a few dozen photos per day is about as much as we can expect difficulties gven transmissions. Anyway, the purpose of Phoenix is not imaging, but the excavation and analysis of Martian soil and ice.
